People use these terms interchangeably and then are surprised by what is and is not included. They describe two different phases of the same job.
Restoration is the emergency phase
Extraction of standing water, then structural drying with commercial air movers and dehumidifiers, moisture mapping and thermal imaging to find water inside walls and under floors, and removal of material that is too saturated to save.
This is time-critical. Mold begins in roughly 48 hours, and every hour of delay increases what has to be thrown away.
Repair is the rebuilding phase
Replacing the drywall, flooring, trim, cabinetry and paint that had to come out. It happens after the structure reads dry on a meter, not before.
Rebuilding over material that is not fully dry is the single most common way a water claim turns into a mold claim six months later.
Why it matters for your claim
Insurers frequently treat them as separate line items. Ask explicitly whether a quote covers drying only, or drying and reinstatement, before you agree to it.
